• Board: Vail Town Council, Aug. 16 evening meeting.• Present: Kevin Foley, Greg Moffet, Jenn Bruno, Kim Langmaid, Jen Mason, Dick Cleveland, Mayor Dave Chapin.• Issue: Second and final reading of an ordinance to restrict vehicle booting in town.How they voted: 7-0 to approve.How they got there: Moffet earlier this summer had asked the council to consider banning the use of vehicle-immobilizing boots in town. There are no state regulations on the practice, and Moffet said private firms had fraudulently booted cars in town, the charged high fees to have the devices removed.The council passed the ordinance on first reading …
